CALL TO ORDER <br />Mayor Strommen called the City Council Work Session to order at 5:33 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Discussion Regarding the Fire Chiefs Retirement and Process to Fill the Position <br />Human Resources Manager Lasher reviewed the staff report including the process for filling the <br />position of Fire Chief to prepare for the retirement of Chief Kapler, noting that there are potential <br />in-house applicants. <br />Fire Chief Kapler provided additional information on the process and how the Fire Department is <br />currently working well and has a good working relationship with the Police Department. He <br />provided additional information for internal recruitment, noting there have been nine promotions <br />within the department, and advised that a succession plan has been developed. He believed that <br />an internal search should first be conducted as many employees have completed additional <br />training and education efforts in order to be considered for the succession plan. He suggested <br />that if that process is not successful, an external search could then be completed. <br />Fire Chief Kapler stated that there are advantages and disadvantages to internal and external <br />hiring. He stated that the City invests quite a bit in its employees and he would not want the City <br />to lose employees to other organizations, noting that some employees may not choose to stay if <br />they do not believe there are promotion options.
