can apply and compete against the external candidates as well to ensure that the best fit is found. <br />She stated that the City has relied too heavily on internal only recruitment and was worried with <br />the long-term result. She did not think that this would take away from the investment the City <br />has made in its employees. <br />Councilmember LeTourneau agreed that this should not be about the easiest thing to do, but the <br />right thing and therefore internal and external applicants should be considered. <br />The consensus of the Council was to consider both internal and external candidates for the <br />position of Fire Chief. <br />Councilmember LeTourneau stated that the internal timeline would allow for job placement on <br />March 9th, while the external job placement would not occur until the end of April. He asked if <br />that gap could be shortened. <br />Human Resources Manager Lasher referred to the timeline provided in the packet, noting that <br />with the holiday season and Board and Commission placements that will also need Council <br />input, the timeline is already tight and believed the April 1st placement date to be accurate. <br />City Administrator Ulrich stated that staff will review that to determine if the placement could <br />occur sooner. <br />Councilmember LeTourneau stated that it is important to do the job right and not the quickest <br />and therefore there would be no reason to rush the process further. <br />Human Resources Manager Lasher confirmed consensus of the Council with the salary range <br />posted in the packet. <br />2.02: Discussion Regarding the Annual Performance Review of the City Administrator, <br />an Individual Who is Subject to the City Council's Authority - Closed to the Public <br />Mayor Strommen closed the regular portion of the City Council work session at 6:06 p.m. in <br />order to conduct the annual performance review of the City Administrator. <br />Mayor Strommen called the regular City Council work session back to order at 6:28 p.m. <br />3.
