He <br /> described the four options for development as listed the Analysis. <br /> He noted that with Option A, creating a recycling area can be a challenge. There have been <br /> instances in other cities of people dropping off washers and dryers, etc. He noted one solution is <br /> to offer a card for the staff to use. Mr. Schwartzman said there must be some kind of oversight <br /> for a recycling area. He acknowledged some of the existing buildings could be used for storage <br /> such as the cold storage buildings and the salt storage building. However, this would require that <br /> the salt be moved. <br /> Mr. Schwartzman noted the salt storage would still need to be moved in Option B, but there <br /> would be all new cold storage. He said the flow of the buildings is good. A counter-clockwise <br /> flow works well. He said one item to look for is to keep the recycling separate so there is not <br /> transportation or vehicle conflict. <br /> Mr. Schwartzman reviewed the rest of the options. <br /> Assistant to the City Administrator Brama noted these site concepts have been reviewed <br /> previously, and asked whether the Commissioners would like additional information. <br /> Chairperson Riley indicated this has been discussed thoroughly and the only outstanding <br /> question from this Committee was the issue of McKinley Street. Since that has been discussed <br /> and forwarded for the Council's consideration, there are no other items to discuss. He asked if <br /> there were questions. <br /> Mr. Schwartzman noted the difference between the high and low cost estimates is about $1 <br /> million. He said all the costs are listed in the Analysis. He reviewed the time line in the <br /> proposal. He explained he took a tour of the Elk River Public Works campus, and pointed out <br /> some ideas they implemented that could possibly be used in Ramsey. <br /> Assistant to the City Administrator Brama thanked Mr. Schwartzman for the presentation. He <br /> indicated the next step is to forward this to the Council and let them consider adopting this <br /> document. They first need to identify which parcel of land they would like to have developed. It <br /> would be helpful to adopt this study in order to have some policy discussions as well. There will <br /> need to be budget and strategic decisions. If the Council indicates to move forward with this <br /> study, it will include the information that the work with McKinley Street is not needed. <br /> Chairperson Riley stated the report lays out the facts that the current facility is inadequate. This <br /> is not in dispute. He asked the BKV Group to speak to the analogy that our 1995 car is out of <br /> date and now we need a new Cadillac. <br /> Mr. Schwartzman responded the size is based on operational needs. The cost is based on <br /> construction costs. The fleet storage is really a storage building, but tempered. The cost is based <br /> on precast panels. This is a 60-year-old building. He pointed out the office area is not high-end <br /> design. He stated the costs they have projected are appropriate. They are not the Cadillac.
