STRATEGIC VISION <br />Thrive MSP 2040 is the Council's strategic vision for growth and development for the <br />Twin Cities metro area over the next decades and identifies five key outcomes: <br />STEWARDSHIP <br />Responsibly manage our region's natural and financial resources <br />PROSPERITY <br />Invest in infrastructure and amenities that enhance our region's economic competitiveness <br />EQUITY <br />Connect all our residents to opportunity and create viable housing, transportation, and <br />recreation options for people of all races, ethnicities, incomes, and abilities <br />LIVABILITY <br />Focus on the quality of our residents' lives and experiences <br />SUSTAINABILITY <br />Protect our regional vitality for generations to come <br />The Council prepared the 2015 Unified Budget and Property Tax Levy with these <br />outcomes as guidance. <br />SERVICES WE PROVIDE <br />The Council's essential services enhance <br />the region's quality of life and economic <br />competitiveness. We: <br />• Operate Metro Transit serving 89 million bus <br />and rail passengers in 2013 with energy- <br />efficient fleets. Our strategic investments <br />support a growing network of bus and rail <br />transitways and transit -oriented <br />development. <br />• Collect and treat wastewater at rates 40% <br />lower than peer regions, while winning <br />national awards for excellence. <br />3 <br />• Work to ensure adequate clean water for the <br />future through our water supply planning and <br />lake and river monitoring programs. <br />• Plan for future growth in partnership with <br />communities and the public. <br />• Plan, acquire and develop a world-class <br />regional parks and trails system in partnership <br />with local park implementing agencies. <br />• Provide affordable housing for qualifying <br />low-income residents. <br />
