HOW THE CAPITAL PROGRAM <br />IS FUNDED <br />Financing for the Capital Program comes from <br />federal, state and local capital grants, regional <br />borrowing and other sources. <br />Capital Program by <br />Funding Source $8.02 Billion <br />Local $0.69 <br />State $0.82 <br />CTIB $1.08 <br />Regional $2.11 <br />Federal $3.25 <br />Each division has its own funding sources (see <br />Table 8) that may not be intermingled. The <br />Parks capital program includes significant state <br />funding and approximately 19% from regional <br />borrowing. The Transportation Division capital <br />program has a mix of funding sources, including <br />significant grants from federal, state, and local <br />authorities and the County Transit Improvement <br />Board, with approximately 9% funded through <br />regional borrowing.
