Councilmember Kuzma introduced the following resolution and moved for its adoption: RESOLUTION #16-01-004 RESOLUTION ORDERING PREPARATION OF FEASIBILITY REPORT FOR IMPROVEMENT PROJECT #16-36 BUSINESS PARK 95 REGIONAL STORMWATER POND OUTLET IMPROVEMENTS WHEREAS, the City of Ramsey constructed a regional stormwater pond without an outlet to serve the Business Park 95 development; and WHEREAS, the City of Ramsey now proposes to complete a Feasibility Report to explore the feasibility of constructing the pond outlet in 2016; and WHEREAS, the City of Ramsey is considering the use of special assessments to fund a portion of the pond outlet improvements in accordance with the City's Special Assessments Policy. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. That the proposed improvements, designated as Improvement Project #16-36, be referred to the City Engineer for study and that the City Engineer is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible; whether they should best be made as proposed or in conjunction with some other improvement; the estimated cost of the improvements as recommended; and a description of the methodology used to calculate individual assessments for affected parcels. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Johns and upon vote being taken thereon, the following voted in favor thereof: Mayor Strommen Councilmember Kuzma Councilmember Johns Councilmember Riley Councilmember Shryock Councilmember Williams and the following voted against the same: None and the following abstained: None
