Councilmember Kuzma introduced the following resolution and moved for its adoption: <br />RESOLUTION #16-01-004 <br />RESOLUTION ORDERING PREPARATION OF FEASIBILITY REPORT FOR <br />IMPROVEMENT PROJECT #16-36 BUSINESS PARK 95 REGIONAL STORMWATER <br />POND OUTLET IMPROVEMENTS <br />WHEREAS, the City of Ramsey constructed a regional stormwater pond without an <br />outlet to serve the Business Park 95 development; and <br />WHEREAS, the City of Ramsey now proposes to complete a Feasibility Report to <br />explore the feasibility of constructing the pond outlet in 2016; and <br />WHEREAS, the City of Ramsey is considering the use of special assessments to fund a <br />portion of the pond outlet improvements in accordance with the City's Special Assessments <br />Policy. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the proposed improvements, designated as Improvement Project #16-36, be referred <br />to the City Engineer for study and that the City Engineer is instructed to report to the <br />Council with all convenient speed advising the Council in a preliminary way as to <br />whether the proposed improvements are necessary, cost-effective, and feasible; whether <br />they should best be made as proposed or in conjunction with some other <br />improvement; the estimated cost of the improvements as recommended; and a <br />description of the methodology used to calculate individual assessments for affected <br />parcels. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Johns and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Strommen <br />Councilmember Kuzma <br />Councilmember Johns <br />Councilmember Riley <br />Councilmember Shryock <br />Councilmember Williams <br />and the following voted against the same: <br />None <br />and the following abstained: <br />None <br />
