Councilmember Riley introduced the following resolution and moved for its adoption: <br />RESOLUTION #16-01-030 <br />RESOLUTION ACCEPTING FEASIBILITY REPORT AND ORDERING PLANS AND <br />SPECIFICATIONS FOR IMPROVEMENT PROJECT #16-00 DIVISION C ANDRIE <br />STREET AND 164TH LANE RECONSTRUCTION <br />WHEREAS, pursuant to a resolution of the City Council adopted July 14, 2015, a <br />Feasibility Report has been prepared by the City Engineer with reference to proposed <br />improvements to Andrie Street from Alpine Drive to 164th Lane, and to 164th Lane from Andrie <br />Street to Jarvis Street, including the reconstruction of streets and curb and gutter, the construction <br />of storm sewer, and other appurtenant work as needed; and <br />WHEREAS, pursuant to a resolution of the City Council adopted January 11, 2016, the <br />Feasibility Report was received and preliminarily accepted, pending revisions to include <br />additional information related to an alternate 32 foot wide street section, and a Public Hearing <br />was ordered for January 26th, 2016 at 7 p.m., where the City Council will consider the proposed <br />improvements for said streets in accordance with the revised Feasibility Report; and <br />WHEREAS, benefiting properties are proposed to be assessed for all or a portion of the <br />cost of the improvements, pursuant to Minnesota Statutes, Chapter 429; and <br />WHEREAS, the City Clerk gave mailed and published notice of such hearing and <br />improvements as required by law; and <br />WHEREAS, the City Council conducted a Public Hearing for the proposed <br />improvements on January 26, 2016. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) Such improvement is necessary, cost-effective and feasible as detailed in the revised <br />Feasibility Report accepted by Council on January 26, 2016. <br />2) Pursuant to Minnesota Statues, Chapter 429, and in accordance with Chapter 8 of the City <br />Charter, applicable City codes, and the City of Ramsey's adopted Special Assessments <br />Policy, benefiting properties shall be assessed for all or a portion of the cost of the <br />improvements, which have an estimated total cost of $2,956,000. <br />3) The City Engineer is hereby designated as the engineer for this improvement, and the <br />engineer is ordered to prepare plans and specifications for the making of such <br />improvements. <br />
