Councilmember Riley introduced the following resolution and moved for its adoption: RESOLUTION #16-01-030 RESOLUTION ACCEPTING FEASIBILITY REPORT AND ORDERING PLANS AND SPECIFICATIONS FOR IMPROVEMENT PROJECT #16-00 DIVISION C ANDRIE STREET AND 164TH LANE RECONSTRUCTION WHEREAS, pursuant to a resolution of the City Council adopted July 14, 2015, a Feasibility Report has been prepared by the City Engineer with reference to proposed improvements to Andrie Street from Alpine Drive to 164th Lane, and to 164th Lane from Andrie Street to Jarvis Street, including the reconstruction of streets and curb and gutter, the construction of storm sewer, and other appurtenant work as needed; and WHEREAS, pursuant to a resolution of the City Council adopted January 11, 2016, the Feasibility Report was received and preliminarily accepted, pending revisions to include additional information related to an alternate 32 foot wide street section, and a Public Hearing was ordered for January 26th, 2016 at 7 p.m., where the City Council will consider the proposed improvements for said streets in accordance with the revised Feasibility Report; and WHEREAS, benefiting properties are proposed to be assessed for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429; and WHEREAS, the City Clerk gave mailed and published notice of such hearing and improvements as required by law; and WHEREAS, the City Council conducted a Public Hearing for the proposed improvements on January 26, 2016. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) Such improvement is necessary, cost-effective and feasible as detailed in the revised Feasibility Report accepted by Council on January 26, 2016. 2) Pursuant to Minnesota Statues, Chapter 429, and in accordance with Chapter 8 of the City Charter, applicable City codes, and the City of Ramsey's adopted Special Assessments Policy, benefiting properties shall be assessed for all or a portion of the cost of the improvements, which have an estimated total cost of $2,956,000. 3) The City Engineer is hereby designated as the engineer for this improvement, and the engineer is ordered to prepare plans and specifications for the making of such improvements.
