Page <br /> <br />Public Hearing/7-10-Tg <br />(Street Petitions) <br /> <br />PUBLIC HEAR Z~G <br />CITY OF RA!~EY <br />COUNTY OF ANOKA <br />STATE OF M~SOTA <br /> <br />Pursuant to due call and notice thereof, the Rmnsey City Council held a <br />public hearing on July 10, 1978, at Ramsey Municipal Center, 1515~ Nowthen <br />Boulevard N.W., Ramsey, Minnesota <br /> <br />!'.~yor Cox called the public hearing to order at 7:45 o'clock p.m. and led <br /> Pledge of Allegiance to the Flag. <br /> <br />Present: <br /> <br />~yor Cox <br />Councilman Gamec <br />Councilman Mickelson <br />CouncilmanMutler <br />Councilman Reimann <br /> <br />Also Present: <br /> <br />Attorney Goodrich <br />Engineer Raatikka <br /> <br />}~yor Cox announced that this is an informal public hearing to consider <br />public input and questions concerning petitions received by the City <br />Council asking for blacktopping of certain roads in the City. He stated <br />that preliminary cost estimates of what the project will cost, before <br />ordering s feasibility study by the city engineer, are being presented <br />at this hearJ~ng. He added that it is the desire of the Coumcil to make <br />s~]re cit-izens understand the costs etc. regarding the street blacktopping <br />project. <br /> <br />i'.'~yor Co~ explained briefly the City's Comprehensive Plan and the proposed <br />Rum Fbv~r Br_~_d,~e crossing project. <br /> <br />Eng:imeer Raatikka presented the preliminary' cost estimate on a disp].ay board. <br />He said ali. of the streets are figured on rural cross section basis. The <br />costs sho,~n on the board are to just upgrrade streets as they are now ~,:ith <br />minor grading,~ a 2/+ ~ bitu]~nous mat '~'~.z~n~' 3 inches of gravel underneav~.' ~ <br />The suburban street section (permanent street) wouJ_d require much more <br />grading of the entire road and would be more costly, therefore, he is <br />recommending the rural section at this time. He reviewed 'the pre!i~minary <br />costs and stated that this does not include drainage improvements. I't <br />is proposed to leave drainage as it is at present and when utilities come <br />in drainage facilities wi]_l be installed along with suburban 'type streets. <br /> <br />]'{on. Mill. er, 1 5000 Zeolite Street asked for clarification as to what material <br />the street 'mill be constructed with. <br /> <br />Engineer Raatikka stated they will be grading and widening the street usiug <br />3 inches of Class 5 gravel for base material, a t~ inch bituminous surface <br />which ~.fill be 24 feet wide. This will. be a temporary street ~.~ith no curbs <br />or f%'~tters. <br /> <br />Bob Burke, t64th Lane asked where he can see a sample of ~''onis tyoe: of streeo.- -" <br /> <br />Engineer llaatikka replied, Autunm Heights, however, those streets are onlM <br />20 feet wide and these wil]. be 24 feet wide. <br /> <br />Lynn Burke, 164th Lane, asked the life e~pectency of this type of street. <br /> <br /> <br />
