Public Hearing
Page 2
September 25, 1978

City Engineer Raatikka stated that it is standard for the contractor to
restore the area to its original condition.

Mr. Danske asked if the water is to drain to Highway 10 how deep will
the ditch be.

City Engineer Raatikka said it would be left roughly the way it is~

Mr. Dunske then stated the water will then have to run uphill.

Mr. Dunske asked if they would require culverts for driveways.

City Engineer Raatikka said that with the Suburban Section Street pro-
posed it would eliminate the ditches and there would be no need for culverts~

Mr. George Gauer asked about water draining onto someones property.

City Engineer Raatikka said they would first check and then obtain drain-
age easements.

Mr. Bob Ahlman asked if it is really necessary to have gutters that wouldn't
it run off on each side?

City Engineer Raatikka said it could.

Mr. Warren Rumsch said that after a severe rain the soil does become satu-
rated as the water does stand for a couple of days. Could they bank the
road in front of Terpstras so the water can drain away?

Mrs. Jane Terpstra asked about the 1½ inches of bituminous and if heavy
trucks break up the road is it the homeowners responsibility for upkeep?

Mr. Ed Irvine asked that because the tip of his property touches the cul de
sac, would he still be responsible for paying even though he would not
benefit from the improvement.

City Engineer Raatikka told him that he is abutting on the affected street
and he would be responsible.

Mayor Cox read a letter from Mr. Wadsworth, a non-resident owner, who was
opposed to the project.

Motion by Councilman Reimann and seconded by Councilman Muller to adjourn
the public hearing.

Meeting~ adjourned 8:30.

5 ayes
Motion carried
