Councilmember Zimmerman questioned what would be needed for a treatment center. <br /> <br />Mi'. Beckard explained that the Met Council would construct a high tech infiltration system that <br />would treat the water before it was dispersed into the ground. <br /> <br />Councilmember Elvig stated that one of the concerns of the City Council is to protect certain <br />areas so what kind of lot size would be needed for an infiltration system. <br /> <br />Mr. Beckard replied approximately 40 acres. <br /> <br />Mayor Gamec questioned how they would preserve the land. <br /> <br />Ms. Haas Steffen replied that that is another conversation for a different meeting. At this point <br />they need to finish the study. <br /> <br />Councilmember Elvig stated that they would want to be very careful about not saying something <br />about the area north of the Trott Brook. He questioned if the Met Council's comprehensive plan <br />process includes the area north of the Trott Brook or do they leave it alone at this point. <br /> <br />Ms. Haas Steffen replied that the City should leave it alone for now. One of the other questions <br />some of the Council had was, if the City is going to bring forward comprehensive plan <br />amendments, how the Met Council is going to handle that process. <br /> <br />Ms. Beckman explained that they would like for all of the different parcels that would be <br />changing to come in with one comprehensive plan amendment. In addition they would like to <br />see the plan for the urban reserve area to allow for density in the future. <br /> <br />Mayor Gamec inquired if the rural preserve area were to change would that create a large <br />problem. <br /> <br />Ms. Haas Steffen replied that they were not able to answer that without completing the capacity <br />study. <br /> <br />Don Bluhm, Met Council, stated currently the Met Council does have a lift station issue in <br />Anoka that impacts the City that they are resolving. Once that is done it will give them <br />additional capacity and should not impact the growth that is currently happening in the City of <br />Ramsey. <br /> <br />Mr. Beckard explained that the Met Council has a system that is designed for many communities <br />and there are many things they have to look at that don't solely relate to the City of Ramsey. <br /> <br />Counci hnember Pearson inquired as to who will pay for the treatment plant. <br /> <br />City Council Work Session/April 5, 2004 <br /> Page 6 of 7 <br /> <br /> <br />
