Councilmember Kurak stated that she felt that in this situation they were changing the contract as <br />it relates to the Town Center Review Board. <br /> <br />City Attorney Goodrich stated that he did not think it was a stretch at all to have Ramsey Town <br />Center, LLC to pay for the expertise on the Town Center Review Board. Just about anything <br />dealing with the Town Center Review Board should be billed back to the developer because it is <br />not fair for citizens to pay for something that solely relates to the Town Center. <br /> <br />Councilmember Kurak replied that if that is the case then the City should be charging developers <br />for the Planning Commission, and Council, etc. <br /> <br />City Attorney Goodrich stated that the Town Center Review Board would be created solely for <br />the Town Center, which is very different than the City Council and Planning Commission. <br /> <br />Councilmember Elvig stated that there seems to be two issues. One is the concept of the group <br />and the second is how to pay for the expertise. He thought the consensus was that the concept of <br />the group was good and the need was there. In his opinion having some experts on board will <br />help speed up the process. As far as the cost, they could use Council contingency funds, but if <br />this is something that directly benefits the Town Center isn't there already a certain amount of <br />funds identified for consultant time. <br /> <br />Assistant Director of Public Works Olson replied yes. <br /> <br />Councihnember Kurak stated that the biggest concern is that she does not want the process to <br />overlap and have the developer pay for that overlap. <br /> <br />Mayor Gamec stated that they all want to get things moving forward, which is why they need to <br />get the Town Center Review Board established. <br /> <br />Councilmember Kurak replied that it is these types of bills that add up and take away from the <br />project. <br /> <br />Councilmember Pearson questioned what other cities do in similar situations and how did the <br />issue come about. <br /> <br />City Administrator Norman explained that the issue came up during the development agreement <br />process as a way to deal with all of the issues that will come forward with the Town Center <br />because they couldn't possibly put everything in the development agreement. <br /> <br />Ms. Anderson noted that it is quite common for cities to bring in advisors in these types of <br />situations. <br /> <br />Councihnember Kurak stated that she was concerned about how the Board would impact what is <br />or is not placed within the Town Center. <br /> <br />City Council Work Session/March 15, 2004 <br /> Page 8 of 10 <br /> <br /> <br />
