10 minutes CASE #11: <br /> <br />SOLID WASTE ACTIVITIES - POLICY REVIEW <br />By: David Hartley, City Administrator <br /> <br />Background: <br /> <br />In October of 1985, the City Council passed a resolution which stated it's <br />policy relating to landfill and other solid waste activities in Ramsey. At the <br />time, the City of Ramsey was facing three sDecific issues: 1) A new <br />landfill at Site "P"; 2) Expansion of the existing landfill; 3) The siting of <br />a refuse derived fuel processing plant. The resolution that was adopted seems <br />to be specific in it's text to the three issues that were of concern. <br />Recently, at the City Council's meeting of October 6, 1987, it was suggested <br />that the city policy established by the October, 1985 resolution is to prohibit <br />any solid waste related activity in Ramsey. Minutes of discussions relating to <br />this topic are enclosed. <br /> <br />Recommendation: <br /> <br />There seems to be a sufficient degree of confusion about exactly what the <br />current policy is that the Council should resume it's discussion of these <br />matters and develop a policy statement relating to: <br /> <br />1. Solid waste business development <br />2. Solid waste abatement <br />3.
