AGENDA: Ramsey City Council <br /> <br />TYPE OF MEETING~ Special Council meeting <br /> <br />TIME/DATE: 7:30 p.m., Tuesday, November 17, 1987 <br /> <br />LOCATION: Ram~ey Municipal Center, 15153 Nowthen Blvd. NW, Ramsey, Minnesota <br /> <br />CALL TO ORDER <br /> <br />CITIZEN INPUT <br /> <br />APPROVE AGENDA <br /> <br />COUNCIL BUSINESS: <br /> <br />CASE #1: <br /> <br />CASE <br /> <br />Consider joint powers agreement with Local Government Information <br />Systems for the provision of health insurance services. <br /> <br />1988 Budget: <br /> <br />1) <br /> <br />Analyze what is being done and what services should be provided: <br />--Is it needed? <br />--Is it overdone? <br />--Is there a better way to do it? <br /> <br />2) <br /> <br />Determine how many people are doing it: <br />--How are they organized and scheduled? <br />--Do skills required coincide with skills available? <br />--Do workloads correspond with numbers of people scheduled for <br /> duty - by shift and day of week? <br /> <br />3) Question incentives managers and employees have for being <br /> efficient. <br /> <br />4) <br /> <br />Determine ways to do it: <br />--Most efficient way to do what does need doing <br />--What does not really need to be done <br />--How many staff, by skills, are needed to fill all shift <br /> positions required, with replacement factor for vacations, <br /> holidays, illness, etc., making judicious use of overtime? <br /> <br />5) Prepare the budget to reflect requirements. <br /> <br />HAYOR AND COUNCIL INPUT <br /> <br />ADJOURN <br /> <br /> <br />
