Mayor Strommen noted that those items would be addressed following the receipt of the public <br />comment. <br />Todd Embury, 9041 '159th Lane NW, thanked the Council and City staff for their work on this <br />project and for attending public meetings on this matter. He stated that he has been involved in <br />this project since 2008, when the first attempt to change Andrie Street was made. He recognized <br />the City's attempt to compromise with the bike/pedestrian path as there was not support for the <br />sidewalk in 2008. He stated that he does a lot of walking with his family in the neighborhood <br />and supported the sidewalk in the past and now supports the bike/pedestrian path. He stated that <br />he also accepts the 32 foot width roadway, which would allow pedestrians to use the parking <br />lane. He noted that the 32 foot width would increase the width by two feet, which would allow <br />additional room for pedestrian traffic. <br />Jeff Menth, 8701 160th Court NW, thanked the Council and staff for the amount of time they <br />have put into this project. He stated that he walks on the roadway quite often and would prefer <br />to see the plan with the pedestrian path presented by staff but noted that he would also accept the <br />second option for a 32-foot roadway as the road needs to be improved. <br />Sandra Barthel, 15990 Andrie Street NW, hoped that the Council would consider the 32-foot <br />option. She stated that she walks the road daily and has never felt unsafe walking on the <br />roadway. She believed that the additional two feet of road width would be adequate for <br />pedestrian use. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Kuzma, to close the <br />public hearing. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Kuzma, Johns, <br />Riley, and Shryock. Voting No: None. Absent: Councilmember Williams. <br />The public hearing was closed at 8:10 p.m. <br />Mayor Strommen appreciated the comments made the residents tonight and throughout the <br />process. <br />Council Business <br />City Engineer Westby explained the process used to draft project cost estimates, using unit prices <br />for projects recently completed in the City and other neighboring. He advised that a 10 percent <br />contingency is also included in the estimate as well as 23 percent indirect costs for services <br />including engineering, administration, and legal. He stated that if the project moves forward <br />tonight the costs would be better identified throughout the final design of plans and <br />specifications and the information would be presented to the Council in April. He explained how <br />the assessment rate is determined using the special assessment policy and noted that after the <br />project is complete staff would compare the preliminary assessment value tothe benefit gained <br />by the property.
