Councilmember Riley asked if the City has considered how these priorities align with the <br />Strategic Plan. He stated that while some of the items do not mesh with the Strategic Plan and <br />would not necessarily need to be included in the Plan, he acknowledged that they are important <br />issues to the City as a whole. <br />Councilmember Kuzma echoed the comments of Mayor Strommen in regard to ground water <br />and funding for local roads. <br />3. MAYOR / COUNCIL / STAFF INPUT <br />3.01: Receive Update on Schedule to Complete Wetland Ordinance Updates to Comply <br />with Lower Rum River WMO Third Generation Plan <br />Community Development Director Gladhill reviewed the staff report that includes a schedule for <br />the City to complete wetland ordinance updates in order to comply with the Lower Rum River <br />WMO Third Generation Plan. <br />Councilmember Kuzma stated that once this is complete, the WMO will begin work on the <br />Fourth Generation Plan. <br />Community Development Director Gladhill stated that typically there is a ten-year cycle, similar <br />to the Comprehensive Plan schedule. He noted that quite a bit of work was done with the Third <br />Generation Plan and, therefore, perhaps there would not be significant updates to the Plan, with <br />the exception of mandated changes that are passed down. <br />Councilmember Kuzma stated that Anoka has taken the position that the dam is completely <br />theirs and therefore they will take complete control and responsibility for it. He noted that the <br />WMO is working with the Board of Water and Soil Resources (BWSR) to determine if the item <br />could be removed from the Third Generation Plan. <br />4. TOPICS FOR FUTURE DISCUSSION <br />4.01: Review Future Topics/Calendar <br />Mayor Strommen noted that some of the items on the next agenda may not have sufficient time <br />because of the discussion with legislators and may need to be rescheduled. <br />City Administrator Ulrich asked if the Council would be open to holding a special worksession <br />to discuss some of the items, such as the CIP, and noted that another option would be to meet in <br />worksession after a regular meeting with a shorter agenda. <br />Mayor Strommen stated that she would prefer a special meeting rather than meeting after a <br />Council meeting. She asked that Councilmembers alert staff to scheduling obstacles in attempt <br />to schedule a special meeting. <br />City Council Work Session / January 26, 2016 <br />Page 4 of 5 <br />
