would begin in August at the latest and confirmed that the second model, with the multi -tenant. <br />building, would begin construction by or before September 1st <br />Councilmember Riley stated that the finish date would remain the same, as would the outcome of <br />McDonalds coming to Ramsey and, therefore, is supportive. <br />Councilmember LeTourneau stated that he is excited to welcome the business to the City and <br />asked for additional information on the pauses thus far. <br />Ms. Schmidt stated that initially they knew that additional development would be needed to <br />support the restaurant and noted that they also needed to wait until the Armstrong project was <br />complete in order to ensure success for the restaurant. <br />Councilmember Kuzma asked if a sign would be posted stating McDonalds is coming soon. <br />Ms. Schmidt explained that they do not like to post signs until the site is close to opening, as. <br />people get angry when the restaurant is not yet open. <br />Mayor Strommen agreed that because of the delayed timeline thus far she would not want to <br />advertise too far in advance. <br />Councilmember Shryock stated that she has not seen too many multi -tenant sites with a <br />McDonalds and asked if there is a similar site for reference and what type of business would <br />accompany the restaurant. <br />Ms. Schmidt provided examples of other locations in the metro area, noting that often the <br />accompanying business is a cellular provider or hair salon. She noted that the builder, not <br />McDonalds, would lease the space to the tenant. <br />The consensus of the Council was to move this item forward at the regular Council meeting later <br />in the night for formal approval. <br />2.02: Discuss 2016 DRAFT Legislative Platform <br />Mayor Strommen welcomed the two legislative representatives present tonight for this <br />discussion. <br />City Administrator Ulrich reviewed the staff report, briefly reviewing the items, which the <br />Council has discussed, thus far, adding to the City's legislative platform. <br />Mayor Strommen provided insight on the street repair funding and assessments that have begun <br />for improvement projects. <br />Councilmember LeTourneau noted that the community was strongly against the use of franchise <br />fees, noting that the element was discussed at length but, without community support, <br />assessments were chosen instead. <br />City Council Work Session / February 8, 2016 <br />Page 2 of 6 <br />
