PLANNING AND ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on
Tuesday, November 3, 1987 at the Ramsey Municipal Center, 15153 Nowthen
Blvd. N.W., Ramsey, Minnesota regarding a proposed amendment to Section
170.017 of the City Code establishing performance standards for grading,
mining and excavating operations (continued from October 6, 1987).

Members Present:

Mr. Terry Hendriksen, Vice Chairman
Mr. Roy Shumway
Mr. Charles LaDue
Mr. Jim Holm
Mr. Michael Terry

Also Present:

Community Development Director Anne Norris
City Attorney William Goodrich

Members Absent:

Mr. Gerald Zimmerman, Chairman
Mr. Jim Howell

CALL TO ORDER

Vice Chairman Hendriksen called the public hearing to order at 7:50 p.m.

CITIZEN INPUT

Mr. Goodrich stated that the substantial change to the code has to do with
designation of haul roads, the language for which is derived from Minnesota
Highway Department specs.

Walton Sauter - 803 Monroe Street - Anoka - Stated that he disagrees with
part of the code that indicates grading operations not completed within 3
years must go through the paperwork again and be renewed. Once the grading
plan is approved it should be valid until the operation is complete,
especially when you take into consideration that the permit can be revoked
by the city at any time for noncompliance. Mr. Sauter stated that he also
does not agree with the export permit having to be applied for in
accordance with the city's mining ordinance and separate from the grading
permit.

Mr. Goodrich replied that the reason for export permits is to address
environmental and transportation concerns that arise when moving material
off the property. Mr. Goodrich noted that when necessary, it is possible
that the export permit could be addressed along with the grading permit in
the platting process. Mr. Goodrich stated that the 3 year renewal
provision allows the city to review the status of the permit in
relationship to the changes that have taken place in the surrounding area
over that time period.

P & Z/Public Hearing/November 3, 1987
