Abstain: Commissioners Holm and <br /> <br />Discussion ensued regarding whether or not requirements should be in such a <br />way to make the secondary enclosure sufficient to contain the animal. <br /> <br />Mr. Goodrich stated that the secondary enclosure should be absolutely able <br />to contain the animal. <br /> <br />Mr. Goodrich referred to items of concern listed in Mr. Carl Anderson's <br />letter received October 29, 1987 and stated that retaining the grandfather <br />clause is planned and existing situations will have to be dealt with <br />accordingly; a special use permit could be required to address handler <br />qualifications when the animal type would render it necessary; city can <br />research specifications of the transport vehicle used in transporting the <br />animal; specifications of structure housing the animal will be addressed in <br />the conditional use permit process; and normal procedure for conditional <br />use permit process is notifying the neighbors of the request. <br /> <br />Mr. Carl Anderson referred to Item #4 of Kathleen Anderson's letter <br />dated October 27, 1987 regarding requiring proof of liability insurance by <br />the applicant. <br /> <br />Commission consensus was that a keeper of a wild animal is liable and <br />should be responsible enough to carry appropriate insurance. <br /> <br />Discussion ensued regarding whether the amendments could be incorported <br />into the proposed ordinance and forwarded to Council or if the Commission <br />desires one more opportunity to review it with the revisions made. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Holm directing <br />that the proposed ordinance, as amended, establishing regulations for <br />keeping wild animals, be forwarded to City Council for their review and <br />consideration for adoption. <br /> <br />Motion carried. Voting Yes: Commissioners LaDue, Holm and Terry. <br />No: Vice Chairman Hendriksen and Commissioner Shumway. Absent: <br />Zimmerman and Commissioner Howell. <br /> <br /> Voting <br />Chairman <br /> <br />AD40URNM. E~T <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Shumway to <br />adjourn the meeting. <br /> <br />Motion carried. Voting Yes: Vice Chairman Hendriksen, Commissioners <br />LaDue, Shumway, Holm and Terry. Voting No: None.
