5. ARTERIAL INFRASTRUCTURE, FUNDING <br />POSITION: the City will determine the appropriate funding source for the City's portion of arterial <br />infrastructure costs in the future.* <br />*NOTE: The City does have various options available today to fund arterial public infrastructure <br />improvements in the future Business Park, please see economic development analysis for details. <br />6. INCENTIVES <br />POSITION: the City will continue to consider use of incentives for development projects on a case-by- <br />case basis, depending on the merits of individual projects, and based on the City's adopted business <br />subsidy policy.* <br />7. ZONING <br />POSITION: the City is comfortable with submitting a request for a Comprehensive Plan Amendment and <br />Zoning Amendment to allow for the future business park.* <br />*NOTE: the Council has previously provided this direction (Council strategic plan, EDA work plan). <br />Staff is simply acknowledging/ confirming this item, as it overlaps with this process. <br />8. SHOVEL READY <br />POSITION: the City will seek a shovel ready certification through the State of Minnesota for the first 25 <br />acres in the future business park* <br />*NOTE: the Council has previously provided this direction (Council strategic plan, EDA work plan). <br />Staff is simply acknowledging/ confirming this item, as it overlaps with this process. <br />9. U.S. HIGHWAY 10 <br />POSITION: traffic congestion along U.S. Highway 10 plays a critical role in the City's ability to recruit and <br />retain businesses. Pursuing improvements to U.S. Highway 10 will continue to be a priority for the City of <br />Ramsey. <br />*NOTE: the Council has previously provided this direction (Council strategic plan, legislative city <br />platform, and various city lobbying efforts). Staff is simply acknowledging/ confirming this item; <br />as it overlaps with this process. <br />10.
