PLANNING AND ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSE¥
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on
Tuesday, October 6, 1987 regarding Mr. Jerome Wendt's request for a
conditional use permit to operate a glass installation business from the
home.

Members Present:

Mr. Gerald Zimmerman, Chairman
Mr. Charles LaDue
Mr. Terry Hendriksen
Mr. Jim Howell
Mr. Michael Terry

Also Present:

Community Development Director Anne Norris
City Attorney William Goodrich

Members Absent:

Mr. Jim Holm
Mr. Roy Shumway

CALL TO ORDER

Chairman Zimmerman called the public hearing to order at 8:06 p.m.

CITIZEN INPUT

Steve Friese - 16800 Radium - Stated he has lived in the area one year and he
is concerned with a business being in the neighborhood as the area already has
some accumulation of junk problems, but not Mr. Wendt's yard in particular.
Mr. Friese stated that the area is zoned residential; his property is adjacent
to Mr. Wendt's; when he purchased his property he assumed the area would remain
suburban. If the request is approved, it could set a precedent in this and
other neighborhoods of Ramsey. Mr. Friese stated that he is also concerned
with traffic; the streets are only wide enough for residential traffic and
approving a business in the neighborhood would increase traffic and pose a
danger to children. Mr. Friese stated he is also concerned with the manner in
which discarded materials and broken glass will be disposed of. Mr. Friese
stated that he is also concerned that a business next door will diminish is
property value. Approving the variance would mean that his time and effort
spent appreciating his property value were forgotten.

Kathy Switala - 16756 Radium - Asked for clarification on the' request.

Chairman Zimmerman replied that Mr. Wendt's request consists of taking calls
over the phone for glass repair work to be done off the site and parking his
business vehicle at his home; there will be no employees coming to the home and
there will be no additional buildings constructed on the property for the
business. If the request is approved, Mr. Wendt would have to meet certain
conditions and any deviation from those conditions would require Mr. Wendt to
come before the city again to review the permit.

P&Z/Public Hearing/October 6, 1987
