RAMSEY PLAI~NING AND ZONING COMMISSION <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Tuesday, June 2, 1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. <br />N.W., Ramsey, Minnesota regarding Mr. Robert Mashuga's request for a <br />conditional use permit to keep a horse on less than three acres. <br /> <br />Members Present: <br /> <br />Also Present: <br /> <br />Members Absent: <br /> <br />Mr. Gerald Zimmerman <br />Mr. Charles LaDue <br />Mr. Jim Holm <br /> <br />Community Development Director Anne Norris <br /> <br />Mr. Jim Howell <br />Mr. Terry Hendriksen <br />Mr. Roy Shumway <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:37 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mary Luoma - 16313 Marmoset - Stated that her property is within 350 feet <br />of the Mashuga's and she is not in favor of the Mashuga's request. <br /> <br />Dave Full - 16325 Marmoset - Stated he is not bothered by the horse but he <br />is concerned with the location of the stable. The drainage flow in the <br />area allows for debris from the horse to be deposited in the ponding area. <br /> <br />Lorie Mashuga - Stated that she cleans the yard and debris from the horse <br />does not enter the ponding area; she is willing to construct something that <br />would prevent horse debris from entering area drainage flow. <br /> <br />Mary Luoma - Noted that city ordinance requires a minimum of 3 acres to <br />keep a horse in order to protect the rights of others; that ordinance <br />should be enforced. Approving the request could set a precedent and then <br />she would be surrounded by people with i and 2 acre lots keeping horses. <br />Ms. Luom stated that she would like to know if the Mashuga's falsified <br />their building permit application; if it indicated the use was to provide <br />shelter for a horse, it should have been denied. <br /> <br />Ms. Norris noted that a petition has been submitted, signed by nine <br />persons, favoring the request and an anonymous letter opposing the request. <br /> <br />The Commission received the petition and letter. <br /> P & Z/Public Hearing/June 2, 1987 <br /> <br />Page 1 of 2 <br /> <br /> <br />
