Michael Terry - Noted that area ponds are protected by DNR and inquired if <br />the proposed develotx~ent will include an environmental impact statement. <br /> <br />Mr. Raudio- Replied that he is aware of DNR protected waters; that he <br />doesn't think an environmental impact statement is necessary; the proposed <br />develotInent includes plans that will improve drainage in the area. <br /> <br />Mr. Michael Terry - Stated that he thinks the subject property should <br />remain undeveloped to serve as an emergency landing site for Gateway North <br />Airport; noted that there is a residential neighborhood right across the <br />street frc~ the proposed develol~nent. <br /> <br />Chairman Peterson - Stated that until the City has determined that there <br />will be an airport, by law the City cannot restrict any landowner's use of <br />his property. <br /> <br />Commissioner Shumway - Stated that Mr. Raudio and Mr. Menkveld have <br />appeared before the Planning Commission at least three times in attempt to <br />set up some criteria for the P.U.D. development so that it will be a <br />positive rather than a negative factor to the residential neighborhood <br />across the street. <br /> <br />Mr. Michael Terry - Referred again to the water probl~ns in the area. <br /> <br />Chairman Peterson - Stated that the City Engineer will have to consider <br />drainage needs; no building permits will be issued unless the Building <br />Official determines that the lot is buildable. <br /> <br />Mr. Raudio requested some time to visit with the concerned residents <br />present regarding the proposed P.U.D. and the restrictive covenants that <br />would be attached to it. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Howell to recess <br />the public hearing. <br /> <br />Motion carried. Voting Yes: Chairman Peteson, Commissioners Z immerman, <br />Shumway, Deemer, LaDue and Howell. Voting No: None. Absent: <br />Commissioner Hendriksen. <br /> <br />The public hearing recessed at 8:16 p.m. <br /> <br />Chairman Peterson called the public hearing back to order at 9:05 p.m. <br /> <br />Mr. Raudio stated that he and concerned residents have reviewed the P.U.D. <br />concept, restrictive covenants and drainage plans. <br /> <br />There was no further citizen input. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Shumway to <br />adjourn the public hearing. <br /> <br />P&Z Public Hearing/April 7, 1987 <br /> <br /> Page 2 of 3 <br /> <br /> <br />
