PLAI~NING AI~D ZONING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission met on Tuesday, April 14, 1987 at
the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota to
interview applicants for the Planning and Zoning Commission.

Members Present:

Mr. Ken Peterson, Chairman
Mr. Gerald Zimmerman
Mr. Roy Shumway
Mr. Jim Howell
Mr. Charles LaDue

Also Present:

Community Development Director Anne Norris

Members Absent:

Mr. Terry Hendriksen
Mr. Ben Deemer

CA~L TO ORDER

Chairman Peterson called the interviews to order at 7:35 p.m.

~ Qlyde Te~wey:

Mr. Terwey stated that some home occupations may be O.K., i.e., in-house
consulting. Mr. Terwey stated that he will be available for Planning and
Zoning meetings. Mr. Terwey stated he had no particular concerns for
Ramsey; Ramsey is a small community but there is much growth ahead. With
regards to enforcing ordinances, Mr. Terwey stated that he tries to be
practical and find ways to achieve goals with practical solutions. Mr.
Terwey stated that he moved to Ramsey for the rural atmosphere and he would
like to try to maintain the rural feeling, unless the City decides that it
should change.

With respect to home occupations, Mr. Holm stated that if they are not
visible or obvious, they won't detract from the neighborhood. However, if
it creates traffic, it may affect the neighborhood and housing values.
Ideally, all business related vehicles should be required to be stored
inside, but this isn't realistic and outside storage of business vehicles
depends on the impact to the neighborhood. With respect to the
relationship between the City Council and the Planning Commission, there
should be some differences between the two. Mr. Holm stated that meeting
attendance would not be a problem for him. Mr. Holm stated that generally,
he doesn't believe residential zones abutting industrial property have a
problem with decreased house value because of their location. However,
some developers or investors may not want to make that investment because
they believe residential abutting industrial may decrease the value.
