Councilmember Cox stated that he doesn't 'make deals'; those perceptions
are spread by people who are not necessarily honest. Councilmember Cox
stated that he gets many calls from people regarding issues that are within
the realm of Planning and Zoning and he advises them to approach city staff
and Planning and Zoning.

Mr. Deemer stated that Planning and Zoning spent 3-1/2 years framing up
ordinances that are understandable and enforceable. EDC reviewed and
provided input to those ordinances to be sure no undue hardship was created
in business zones. The final EDC and P&Z consensus was that the ordinances
are fair to everybody. Mr. Deemer stated that in the future, whether he is
a P&Z commissioner or a citizen, he is going to be looking to Council and
Planning and Zoning for that fairness.

Motion by Councilmember Cox and seconded by Councilmember Pearson to
adjourn the special joint Council/Planning and Zoning meeting.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cox, Pearson
and DeLuca. Voting No: None.

The special joint Council/Planning and Zoning meeting adjourned at 10:16
p.m.

Respectfully submitted,

Sylvia Frolik
Secretary

David Hartley
City Administrator

Joint City Council-Planning & Zoning/February 17, 1987
