I 170.0710.22 170.0710.23 170.0710.3 (1) Grading and filling of the natural topography which is not accessory to a permitted or conditional use shall not be permitted in the Scenic River Land Use District. (2) Grading and filling of the natural topography which is accessory to a permitted or conditional use shall not be conducted without a grading and filling p&rmit from the Zoning Authority. A grading and filling permit may be issued only if the conditions of Section 170.0710.21(3) and (4) are properly satisfied. (3) Grading and filling of the natural topography which is accessory to a permitted or conditional use shall be performed in a manner which minimizes earthmoving, erosion, tree clearing, and the destruction of natural amenities~ (.4) Gradl.ng and fLlli, ng in of the' natural topography shall also -~eet the' followi.ng standards: (.a) The smallest amount of' hare ground is exposed roi~ as shor~ a time as feasible'. Drainage or filling in of wetlands is not allowed within the Scenic River Land Use District designated by this ordi- nance. Utility Transmission Lines. Ail utilitY-transmission crossings of land within the Scenic River Land Use District designated by this ordinance shall require a conditional use permit. The construction of such transmission services shall be subject to the .stg~dards and criteria of ~nnesota Regulations NR 79(i) (2). No Conditional use permit shall be required for high voltage transmission'lines under control of the Environmental Quality Council pursuant to Minnesota Statutes, Section 116.C 61. -12-
