I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />i <br />I <br />I <br /> <br />Mr. Lloyd 'Schnelle <br />City of Ramsey <br />September 27, 1982 <br />Page Three <br /> <br />Sec. il, Paragraph 3 <br /> <br />A strip of undisturbed weeds was purposely left along the <br />river's edge to inhibit any temporary erosion that would <br />possibly occur before final placement of the sod. This <br />technique proved quite effective and despite rather heavy <br />rains during construction the actual amount of soil c'arried <br />to the river was almost immeasurable. <br /> <br />Sec 11, Para9raPh 4 <br /> <br />As a nationwide contractor involved in marine construction <br />and major flood control pr. ojects,_i am well aware of <br />prudent floodplain management practices and I will stoutly <br />debate that my activities have in no way compromised the <br />hydraulic capacity of the Rum River nor have they adversely <br />affected the erosional regime of the watershed. No material <br />was removed from the adjacent high' ground and spread in the <br />floodplain. <br /> <br />In summary it should be said that the work that was-performed <br />by my personnel, at my residence, was so performed within the <br />accepted guidelines of sound engineering and construction <br />procedures. I feel strongly that our efforts did not diminish <br />the beauty nor the function of .the Rum River waterway. I do <br />acknowledge that I was unaware of any need for a9ency notifi- <br />cation since no living trees were removed nor was the water- <br />way or its floodplain disturbed. In short, I viewed the <br />project as a simple landscaping improvement and never dreamed <br />that it would become an item of controversy. <br /> <br /> <br />
