Council Action: Your action will be as recommended by City Attorney Goodrich and City Engineer Raatikka unless Council feels there are other overriding factors to be considered in this case. vIOLATION OF WILD AND SCENI~ RIVER ORDINANCE; CASE OF MR. EDWIN POTTER, 17665 ARGON STP~EET NW: Mr. Edwin Potter has relandscaped a portion of the Rum River bank on his land which consisted of removing trees and undergrowth and ih place of this he put in a stairway down to the river and resodded the whole area. Building Official Berg and I inspected this ordinance violation in regards to how Mr. Potter was handling the restoration of the river bank.' He has done a very neat job. The stairway is constructed of railroad ties and he has sodded the river bank on his property where he removed trees and 'growth, etc. I will have a picture of~.this for you at the meeting. Enclosure (D2-j) contains DNR's letter dated September 13, 1982 which covers this violation and makes a recommendation to the Ramsey Council. It should be noted that all the suggestions in this letter have not been carried out by Mr. Potter. Problem - The Scenic and Wild River Ordinance is a control to keep certain waterways in their natural state. Consequently, the action Mr. Potter has · taken has removed the natural state of the river bank. The Council is going to have more situations such as this in the future. We were lucky in one respect. Mr. Potter is a geologist so he had an outstanding back- · ground in how to control erosion. However, the hext person who does this' may not have this knowledge or the money to correct it. '~ Council Action: Your action will be to respond to DNR's letter which is 'contained in the above enclosure and to address the Potter issue. _REQUEST TO INSTALL PHONE MESSAGE SERVICE: At the last regular Council meeting, the possibility of installing a phone message service at City Hall Was discussed. Accordingly, the Staff has researched this. The $50.00 type available from Radio Shack is. designed to plug into a standard phone jack and not readily adaptable to our multi plug phones. ~Therefore, we solicited prices from Northwestern Bell. They have two units available. The first has a three minutes message capability, costs $95.00 to install and has a monthly charge of $42.75. This is excessively high ~ln our opinion. The second system has an eighteen second message Cadequate for the needs of the City), costs $180.00 to install and has a monthly charge of $7.45. This is a seemingly fair price for the amount of calls that do me in during off hours.
