EDWIN POTTER, <br /> <br />17665 ARGON STP~EET NW: <br /> <br />Mr. Edwin Potter has relandscaped a portion of the Rum River bank on his <br />land which consisted of removing trees and undergrowth and ih place of <br />this he put in a stairway down to the river and resodded the whole area. <br /> <br />Building Official Berg and I inspected this ordinance violation in regards <br />to how Mr. Potter was handling the restoration of the river bank.' He has <br />done a very neat job. The stairway is constructed of railroad ties and <br />he has sodded the river bank on his property where he removed trees and <br />'growth, etc. I will have a picture of~.this for you at the meeting. <br /> <br />Enclosure (D2-j) contains DNR's letter dated September 13, 1982 which <br />covers this violation and makes a recommendation to the Ramsey Council. <br />It should be noted that all the suggestions in this letter have not been <br />carried out by Mr. Potter. <br /> <br /> Problem - The Scenic and Wild River Ordinance is a control to keep certain <br /> waterways in their natural state. Consequently, the action Mr. Potter has · <br /> taken has removed the natural state of the river bank. The Council is <br /> going to have more situations such as this in the future. We were lucky <br /> in one respect. Mr. Potter is a geologist so he had an outstanding back- <br />· ground in how to control erosion. However, the hext person who does this' <br /> may not have this knowledge or the money to correct it. '~ <br /> <br />Council Action: Your action will be to respond to DNR's letter which is <br />'contained in the above enclosure and to address the Potter issue. <br /> <br />_REQUEST TO INSTALL PHONE MESSAGE SERVICE: <br /> <br /> At the last regular Council meeting, the possibility of installing a phone <br /> message service at City Hall Was discussed. Accordingly, the Staff has <br /> researched this. The $50.00 type available from Radio Shack is. designed <br /> to plug into a standard phone jack and not readily adaptable to our multi <br /> plug phones. <br /> <br />~Therefore, we solicited prices from Northwestern Bell. They have two units <br /> available. The first has a three minutes message capability, costs $95.00 <br /> to install and has a monthly charge of $42.75. This is excessively high <br />~ln our opinion. The second system has an eighteen second message Cadequate <br /> for the needs of the City), costs $180.00 to install and has a monthly charge <br /> of $7.45. This is a seemingly fair price for the amount of calls that do <br />me in during off hours. <br /> <br /> <br />
