I <br />I <br /> <br />Mr. Raatikka questioned what provisions would be provided for parking. <br /> <br />Mr. Skeim replied that he did not address each and every individual part of <br />the Ordinance requirements, that obviously he must comply with Ordinance. <br /> <br />Mayor Gamec stated that this is the first development of this kind in Ramsey, <br />and Council must approach it very cautiously. <br /> <br />Mr. Skeim replied that everyone is making a big issue of waste water technology. <br />There are technicians who are trained to develop on-site sewer systems <br />anywhere. The Ordinance and the proposed agreement state that the on-site <br />sewer system must work and the technology is available. If and when sewer <br />and water are available, according to density requirements, two more units <br />could be constructed at this site, but personally I think resubdivision is <br />out of the question. ! am requesting Council to review my proposal, I have <br />complied with all ordinance requirements and have been working on this <br />project for 10 months and I can't agree with Council holding me back any <br />longer. <br /> <br />I <br />I <br />I <br /> <br />Councilmember Sorteberg replied that Council cannot be any more fussy than <br />what Ordinance presently requires <br /> <br />Mr. Raatikka stated that the presently planned main floor square footage of <br />each dwelling is not up to Code. <br /> <br />Mr. Skeim replied that the final designs are not yet complete and adjustments <br />could be made as far as main floor square footage is concerned. Mr, Skeim <br />also stated that he would need a variance regarding screening -- that the <br />screening Ordinance refers to Industrial area and the subject property is <br />multiple dwelling located adjacent to residential dwelling. <br /> <br />Mayor Gamec requested that Mr. Skeim submit a screening plan. <br /> <br />I <br />I <br /> <br />Mr. Raatikka stated that Comprehensive Plan states one sewer/acre. <br /> <br />Mr. Skeim replied that according to the Metro Council, the City of Ramsey is <br />deficient in certain areas, one of which is rental unit~j iIqnformed Metro <br />Council of what I am proposing and they have no objection. <br /> <br />i <br />I <br /> <br />Mayor Gamec replied that everything is fine with Metro Council as long as <br />you develop at a density of I in 10. ~- <br /> <br />Mr. Goodrich stated that Planning and Zoning did conduct a public hearing <br />and if any citizens were concerned they would have been present with their <br />input and in his opinion another public hearing is not required. <br /> <br />Mr. Goodrich stated that Council should not Page 2, Paragraph f of Mr. Peter <br />Raatikka letter dated December 15, 1982. . <br /> <br />Mr. Skeim pointed out that there is a difference between policy and Ordinance. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg <br />to adopt the findings of fact for the urban development permit request for <br />the Ramsey Commons plat. <br /> <br />Motion carried.
