I I -I I I CITY OF BLAINE RESOLUTION NO. 83-8 RESOLUTION SUPPORTING LOCATION OF A RACING FACILITY IN BLAINE, ANOKA COUNTY, MINNESOTA WHEREAS, voters of the City of Blaine approved the Constitutional Amendment permitting pari-mutuel betting by 65 percent; and WHEREAS, the State Legislature will be considering the legalization of pari-mutuel betting; and WHEREAS, the City Council of the City of Blaine believes the loca- tion of a racing facility in Anoka County would contribute importantly to the economy of Anoka County and the City of Blaine; and WHEREAS, private parties have indicated an interest in locating a racing facility within the City of Blaine; and WHEREAS, the City of Blaine has sufficient lands neXt to 1-35W and within 20 minutes of the central Twin Cities; and WHEREAS, the location of a racing facility in Blaine, Anoka County, Minnesota, would at last place a major State-wide recreational facility in the northern metropolitan communities and thus make more real, economic balance within the metropolitan community; and WHEREAS, a racing facility on 1-35W in Blaine, Anoka County, Minnesota, would be close to southern out-state communities and yet more convenient to northern out-state communities; and WHEREAS, the City of Blaine believes a pro-active coordinated approach by all public and private parties of Anoka County is necessary for Anoka County to have opportunity for potentially locating a racing facility in Anoka County; NOW, THEREFORE, BE IT RESOLVED that ~_he City Council of the City of Blaine:: '1. Commends the Anoka County Board of Commissioners for initiatives ~toward bringing .~bout a racing facility in Anoka County; Offers its cooper~ation and directs its administrative staff to work with ~he staff of Anoka County and other Anoka County jurisdictions and interested groups toward obtaining or providing information on this matter of mutual'benefit to Anoka County; and Confirms its interest in the consideration of Blaine for the location of a racing facility;
