Ramsey, MN 55303 Dear Mr. Schnelle: I I On December 1st, City Clerks, Administrators, and Managers from Anoka County met at the Coon Rapids City Hall to discuss our concerns on the election procedures and time delays at the Anoka County Court House on election night. Those in attendance were to mail their concerns to me, I was to com- pile them in some semblance of order and mail them back to each one. Clerks and Managers are to discuss these concerns individually with their respective County Commissioner who will take office after January. We will then request an informal meeting with the County Board to discuss these concerns. One of the suggestions at the meeting was to have someone or a group of people independent of the election process look at the system in Anoka County. Richard Smolka, a well-known elections expert from American University in Washington, D. C., was also recommended. I per- sonnally contacted Mr. Smolka today, reviewed our concerns with him, and asked for his guidance. Mr. Smolka suggested that since the whole county is on the CES system, that CES should be asked to investigate the problem, since it appears the area of concern is mostly with the computer now in use at the County. Sometime in late January, I will take the lead in setting up a meeting with the Anoka County Board of Commissioners. I sincerely hope that in the meantime you will have discussed the attached concerns with your commissioner and we will all be prepared to discuss these at the meeting. Sincerely, !
