city. 0f <br />Coon rapids <br /> <br />December 14, 1982 <br /> <br />I <br />I <br />I <br /> <br />Mr. Lloyd Schnelle <br />City Administrator <br />City of Ramsey <br />15153 Nowthen Boulevard N.W. <br />Ramsey, MN 55303 <br /> <br />Dear Mr. Schnelle: <br /> <br />I <br />I <br /> <br />On December 1st, City Clerks, Administrators, and Managers from Anoka <br />County met at the Coon Rapids City Hall to discuss our concerns on the <br />election procedures and time delays at the Anoka County Court House on <br />election night. <br /> <br />Those in attendance were to mail their concerns to me, I was to com- <br />pile them in some semblance of order and mail them back to each one. <br />Clerks and Managers are to discuss these concerns individually with <br />their respective County Commissioner who will take office after <br />January. We will then request an informal meeting with the County <br />Board to discuss these concerns. <br /> <br />One of the suggestions at the meeting was to have someone or a group <br />of people independent of the election process look at the system in <br />Anoka County. Richard Smolka, a well-known elections expert from <br />American University in Washington, D. C., was also recommended. I per- <br />sonnally contacted Mr. Smolka today, reviewed our concerns with him, <br />and asked for his guidance. Mr. Smolka suggested that since the whole <br />county is on the CES system, that CES should be asked to investigate <br />the problem, since it appears the area of concern is mostly with the <br />computer now in use at the County. <br /> <br />Sometime in late January, I will take the lead in setting up a meeting <br />with the Anoka County Board of Commissioners.
