The new contract totals <br />$3.7 million. <br /> The Council also amended an acquisition grant contract <br />with Hennepin County Park Reserve District for Lake Rebecca <br />Park Reserve. The Council provided $90,000'to purchase <br />about nine wooded acres for a new total of $252~500. <br /> Comprehensive Plans-The Council said the Medicine Lake <br />comprehensive plan conforms with plans for regional growth <br />and development. <br /> <br />COMMITTEES OF THE COUNCIL <br /> <br /> The Human Resources Committee approved a certificate-of- <br />need request from Catholic Services for the Elderly, Inc., <br />St. Paul, to build a 135-bed nursing home near the intersection <br />of Thompson, Carmel and Bellows Ars., West St. Paul. The <br />recommendation overturned a recent Metropolitan Health <br />Planning Board vote to deny approval of the project, estimated <br />to cost $7.1 million. <br /> The committee also approved a certificate-of-need request <br />by North Memorial Medical Center, 3220 Lowry Ay. N., <br />Robbinsdale, to remodel its perinatal services at an estimated <br />cost of $2.5 million. <br /> The Physical Development Committee recommended <br />approving the proposed scope of an environmental impact <br />statement on candidate sites for disposal of sewage sludge and <br />sludge ash. The committee also recommended the Council <br />eliminate Site 4 in Forest Lake from further consideration and <br />direct staff to locate additional landfill sites to fill the Council's <br />required complement of six candidate sites. <br /> The committee recommended holding a public meeting to <br />help define the scope of an environmental impact statement <br />on the proposed expansion of the Flying Cloud solid waste <br />landfill in Eden Prairie. The meeting would be held from 7 to <br />10 p.m., March 9, at the Hennepin County Technical Center, <br />Eden Prairie. <br /> The committee recommended that the Minnesota Pollution <br />Control Agency review existing area-wide designations of <br />"nonattainment" for carbon monoxide and "unclassified" for <br />ozone and change them to "attainment" status if warranted. <br />The committee also recommended that the Minnesota Depart- <br />ment of Transportation study carbon monoxide concentrations <br />in and near the intersection of Snelling and University Avs., <br />St. Paul, during the remainder of 1983. <br /> <br />PUBLIC HEARINGS <br /> <br /> Metropolitan Health Planning Board-- Feb. 23, Council <br />Chambers. <br /> <br /> RA,~SEY ~,N 5550:~ . ._ <br /> 5 p.m.-Wedgewood Health Care Center, 2060 Upper <br />55th St., Inver Grove Heights; certificate-of-need request to <br />add 170 nursing home beds to its 110-bed facility, at an <br />estimated cost of $2.9 million, excluding financing. <br /> 6 p.m.-Inver Grove Care Center, 4700 S. Robert Trail, <br />Inver Grove Heights; certificate-of-need request to add 70 <br />nursing home beds to its 76-bed facility, at an estimated cost <br />of $1.3 million, excluding financing. <br /> Metropolitan Council and Metropolitan Health Planning <br />Board--March 2, Council offices, Room E. <br /> 7 p.m.-Joint hearing to consider the 1983 plan for imple- <br />menting regional health care, and the 1983-1984 grant applica- <br />tion to renew the Council's and board's designation as the <br />regional health systems agency. For a free copy of the draft <br />plan (pub. no. 18-83q305) and grant application, call 291-6464. <br /> <br />NEW APPOINTMENTS <br /> <br /> The Metropolitan Council has appointed a new 16-member <br />Water Quality Management Advisory Committee chaired by <br />Alison Fuhr of Edina. <br /> The committee, named in December, will continue helping <br />the Council implement its 1982 Surface Water Management <br />Plan. The plan presents a region-wide approach to managing <br />snowmelt and storm water runoff that cause flooding, erosion <br />and poor water quality in the Region's lakes and streams. <br />· The members are Virginia Harris and David Cochran, both <br />from Excelsior; Jon Christensen, Coon Rapids; Allen Moe, <br />Hastings, Roger Peterson, Cottage Grove; John Wells and Dale <br />Trippler, St. Paul; James Weninger, Prior Lake; Mervyn <br />Mindess, Golden Valley; Patricia Schwartz. Belle Plaine; Terry <br />Korupp, Edina; Steve Casey, Eagan; William Downing, Falcon <br />Heights; Phyllis Letendre,.Woodbury; and Dudley Russell and <br />Christine Olsenius, Wayzata. <br />The Council also made the following appointments. <br />Advisory Committee on Aging: Amelia Flocken, Minne- <br />apolis; Etta Furlow, St. Paul; and it reappointed William <br />Meyer, laver Grove Heights. <br /> Expanded Metropolitan Waste Management Advisory <br />Committee: James Elling, Andover. <br /> <br />STATE TO REPLACE FEDERAL 'A-95' <br />GRANT REVIEW PROCESS <br /> <br /> The State Department of Energy, Planning and Develop- <br />ment's Office of Local Government is drafting "the skeleton <br />of a review process" to replace the current federal A-95 review <br />procedure for proposed federal grants, which expires Apri! 30, <br />according to Tom Harren, A-95 coordinator. <br /> The state draft will be sent to local government and county <br />associations, regional development commissions and Metro- <br />politan Council "so they can put the meat on it," Harren said. <br /> President Reagan's executive order abolishing A-95 reviews, <br />issued last summer, allows each state to establish its own <br />review process. <br /> In addition, the Council is preparing comments on proposed <br />federal rules, published recently in the Federal Register, for <br />establishing a state review process.
