Assistant County Engineer Bud Redepenning
called me prior to the placement of the signs and stated that
they were installing the signs in response to complaints that
the street signs were difficult to see at night.

Mr. Redepenning also ~'tated that moving the street signs
closer to Ramsey Boulevard and placing signs on both sides of
Ramsey Boulevard would be helpful. He also stated that the
City may wish to consider street lighting at the major
intersections.

Surfce Water Management: On January 26, 1983., I attended an
organizational meeting of the Upper Mississippi River
Watershed at the Coon Rapids City Hall.

At that meeting, it was decided that Ramsey, Anoka and Andover
would withdraw from the Upper Mississippi River Watershed,
since the drainage from those communities does not cross
political boundaries.

It was further determined that the Cities of Ramsey, Anoka
and Andover would form joint-power agreements for areas lying
in the Mississippi Watershed or incorporate those areas
under the jurisdiction of the Rum River Watershed. This
would alleviate the need for Anoka and Ramsey to be
involved in more than one watershed.

If the Cities within the Rum River Watershed do not form a
district by December 31, 1983, the. county will be required
to form a watershed district.
