I <br /> I <br /> I <br />I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> STATEMENT BY JOHN LILJA <br /> <br />BEFORE THE CITY COUNCIL, <br /> <br />CITY OF RAMSEY <br /> <br />FEBRUARY 22, 1983 <br /> <br />I am John Lilja, and I am here this evening as a representative of <br />the Minnesota Municipal Finance Officers Association and also our <br />national organization. <br /> <br />Since 1974 when the Town of Ramsey was reorganized as a statutory <br />city, there has been a constant effort to improve the city's <br />accounting and financial reporting. <br /> <br />Tonight I am delighted to be here to announce that Ramsey has <br />achieved another milestone in that quest for excellence. <br /> <br />The Certificate of Conformance program of the Municipal Finance <br />Officers Association of the Unified States and Canada encourages <br />governments to publish excellent comprehensive annual financial <br />reports and provides recognition and educational assistance to the <br />finance officers preparing such reports. Financial reports which <br />meet program standards are awarded Certificates.of Conformance. <br /> <br />The Certificate of Conformance is the highest form of recognition in <br />governmental accounting and financial reporting, and its attainment <br />represents a significant accomplishment by an entity and its <br />management. <br /> <br />MFOA has awarded the Certificate of Conformance to the City of Ramsey <br />for your financial report covering the year ended December 31, 1981, <br />and you now join 21 other cities and counties in Minnesota and a <br />total of only 363 governments throughout the nation having this <br />recognition. <br /> <br />When a Certificate of Conformance is awarded to a government, an <br />Award of Financial Reporting Achievement is also presented to the <br />individual designated by the unit as primarily responsible for <br />baying earned the certificate. <br /> <br />At this time, I would like to present the Award of Financial <br />Reporting Achievemant to Jeanne Moen, your City Accountant. <br /> <br />Congratulations, Jeanne, ... and congratulations to you, Mayor and <br />Members of the City Council, and to Lloyd Schnelle, your City <br />Administrator, for your continuing support for maintaining the <br />highest standards of accounting and financial reporting here at <br />Ramsey. <br /> <br />Thank you. <br /> <br /> <br />
