Councilmamber Van Wagner introduced the following motion and moved for its adoption: <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> <br />RESOLUTION #82-166 <br /> <br /> WHEREAS, the Minnesota Hazardous Waste Management Board has proposed <br />a hazardous waste site in the City of Ramsey.pursuant to a process and procedure <br />distated by the Minnesota Waste Management Act; ~and <br /> <br /> WHEREAS, the Ramsey City Council has been asked to comment on this pro- <br />posal as a part of the public input process on the site selection; and <br /> <br /> WHEREAS, the City of Ramsey presently has had an Active landfill site <br />within its boundaries since 1967; and <br /> <br /> WHER]EAS, Anoka County, with approval of the Metropolitan Council, has <br />proposed a future larger landfill site adjacent to the existing site, which future <br />site is known as Site "P"; nad <br /> <br /> WHEREAS, the total acreage involved in the existing site and Site "P" <br />and related buffer areas is approximately 431 acres; and <br /> <br /> WHEREAS, the City of Ramsey does not presently have either muniCipal water <br />or sanitary sewer service; and <br /> <br /> WHEREAS, the City of Ramsey is located in between the Rum River, which <br />is protected by the DNR's Scenic River Regulations, and the Mississippi River, which <br />is protected by the EPA's Critical River's Act; and <br /> <br /> .WHEREAS, the Mississippi River is a drinking water source for Minneapolis <br />and other down stream communities. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA COUNTY, <br />STATE OF MINNESOTA, as follows': <br /> <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> 1) To object stenuously to the location of a hazardous waste disposal <br />facility within its corporate boundaries.because: <br /> <br />a) <br /> <br />Ramsey has acted as a "host" community for regional disposal <br />sites for the last 25 years, and if Site "P" becomes a reality, <br />Ramsey will have a disposal site in its community for at least <br />another 25 years. <br /> <br />b) <br /> <br />Ramsey has done its share in "hosting" waste disposal facilities <br />and it is now time that other communities and localities "host" <br />such facilities and accept the responsibility which Ramsey has. <br /> <br />c) <br /> <br />Ramsey is not served by either sanitary sewer or municipal water <br />facilities. <br /> <br />d) <br /> <br />Ramsey and the proposed disposal facility are in close proximity <br />to both the Rum and Mississippi Rivers. <br /> <br /> 2) To direct Staff to forward this resolution to all appropriate agencies <br />in order that Ramsey's position on this subject be known. <br /> <br />The motion for the adoption of the foregoing resolution was declared duly seconded <br />by. Councilmember Reimann and upon vote being taken thereon, the following voted in <br />favor thereof: <br /> <br /> <br />
