I I I I I I ANOKA C~D~C3it~ JOINT LAW ENFORCEMENT COUNCIL September 22, 1982 MEETING MINUTES The meeting was called to order by Chairman Robert M. A. Johnson, Who introduced Vernon Swanson of Lino Lakes as a new member of the Council. The following members were present: Stuart Anderson, Mike Auspos, Roger Coulthart, Jim Hill, Ray Jones, Robert Lewis, Otto Lind, Marvin Myhre, Bruce Nawrocki, Jerry Nelson, Ron Nicholas and Vernon Swanson. Also present were Don Dwyer, Bill Hoogestraat, Cecil Van Dusen and Bruce Wojack. 1. Approval of Minutes Jerry Nelson made motion to approve the July 28, 1982 minutes as distributed. Said motion was seconded by Ray Jones and unanimously passed. e Commit'tee Reports a. Executive Committee The chairman distributed copies of County Board Resolution No. 82-56 regarding gross misdemeanor DWI fines, and briefly explained the background of this matter. b. Projects and Programs committee There was no report from this committee. c. Education and Training Committee There was no report from this committee. '1 I I I I I d. MCIU Operations Committee There was no report from this committee. e. Central Communications Operations Committee There was no report from this committee. At the chairman's request, Cecil Van Dusen reported on the bidding process for the computer aided dispatch (CAD) system, indicating that the low bidder, Simcon, Inc., would be recommended by staff at the Septem- ber 28 Board meeting. After considerable discussion, it was determined that the Council had two main concerns: (1) the ability of Simcon's CAD system to interface with local systems, (2) the · total cost of Simcon's CAD system. Due to %he time requirements regarding the bidding process, it was suggested that within the next two days the Central Communications Operat'ions Committee meet with appropriate representatives from the consulting firm, the
