The article points out the problems <br />that are now facing the City of Andover in regards to pollution from <br />landfills. <br /> <br />The report prepared by the City of Ramsey, which was forwarded to you <br />several weeks ago, recommended action on a whole range of problems that <br />are associated with landfills and it appears now that the City of Andover <br />has a public health problem which was created, from landfill operation. <br />It appears they (Andover City Council) are very concerned who is going <br />to assume the responsibility of providing public water if it becomes <br />necessary. Also, who is going to cover property losses if this should <br />occur. <br /> <br /> I <br />'1 <br /> <br />The sad part about the Andover situation is the citizen who has his total <br />investment in his home. I don't think too many people would be interested <br />in buying one of those homes.
