Undeveloped lands laying within the floodway of major drainage <br /> channels. <br /> <br />2. Drainage ponds (defined by public easements) and major drainage ditch <br /> easements and DNR designated wetlands. <br /> <br />3. Rights-of-way of all limited access highways. <br /> <br />4. Cemeteries. <br /> <br />5. Major transportation rights-of-way. <br /> <br />No building or landfill permits will be issued for such lands where assessments <br />have been deleted from assessment rolls. <br /> <br />METHODS OF ASSESSMENT <br /> <br />The City Council has in the past, in preparing assessments rolls, used five (5) <br />methods of assefsments. Any combination may be used for a particular project. <br /> <br />It should be emphasized that the special assessment method and policies <br />summarized herein cannot be considered as all-inclusive and that unusual <br />circumstances may at times justify special considerations. Also, any fixed <br />cost data and rates presented herein will be adjusted from year to year by the <br />ENR Construction Index or the Consumer Price Index. <br /> <br />Area. The area to be assessed is the total land area in acres of a <br />property lying within a Sanitary Sewer District, including street and <br />utility easement, but excluding those areas as described under <br />"Properties Not Assessed". The types of improvements to be assessed <br />on this basis are: <br /> <br />Sanitary Sewer Trunk: For residential sanitary sewer ten inches <br />(10") and larger in size. <br /> <br />For Commercial and Industrial sanitary sewer twelve inches (127) <br />and larger. _ <br /> <br />b. Storm Drainage. <br /> <br />c. Improvements to Industrial and Commercial Developments. <br /> <br /> <br />
