This connection <br />charge is determined by multiplying the number of acres in an industrial/ <br />commercial area by 5.5 to determine the total R.E.C. The R.E.C. charge is <br />established by City Council resolution and is updated annually by the E.N.R. <br />Index. <br /> <br />Residential Equivalent Connection (tLEC) charges for water service to dwelling <br />units or other structures shall be collected at the current rate prior to the <br />issuance of a building permit. If water connection or REC charges were <br />previously assessed to a parcel or a part of a parcel and such land is developed <br />with a more intensive use than was contemplated at the time connection or REC <br />charges were assessed, additional REC charges shall be calculated upon the <br />approved higher use and payable to the City. <br /> <br />WATER LATERAL <br /> <br />Water lateral costs are apportioned to the property benefiting from the lateral <br />watermain constructed. Apportioning the cost of the lateral may be done by <br />dividing the costs of the lateral by the assessable front footage of the <br />benefiting properties or by dividing the cost of the lateral constructed within <br />a plat by the number of benfiting R.E.C.s. <br /> <br />Where lateral benefit is received from a trunk, the benefiting properties are <br />assessed for~'t~lateral cost similar to the properties served by a lateral. <br />The lateral benefit on trunk cost is then deducted from the trunk costs. <br /> <br />WATER SERVICE OR FIRE LINE <br /> <br />For each R.E.C. in a residential area, a one inch (1") service line shall be <br />provided to the property line and for each acre of industrial or commercial <br />development, two (2) one inch (1") service lines shall be provided. The cost of <br />the one inch (1") service shall be included with the lateral assessment. Any <br />parcel requesting a fire line or larger service shall be assessed the cost <br />difference on an individual basis. '- <br /> <br />STORM DRAINAGE MAINLINE <br /> <br />Storm drainage costs are apportioned to the properties benefiting from the storm <br />drainage by the net area that is benefited from the storm drainage facility <br />constructed. The costs are then apportioned to each parcel by the rate-acre as <br />determined by dividing the cost by the net area'of benefit then multiply that <br />cost/acre by the gross area of the parcel. - <br /> <br />STORM DRAINAGE LATERALS <br /> <br />Storm drainage laterals are considered incidental to the street constructions <br />and are assessed as part of the street costs. <br /> <br />SIDEWALKS <br /> <br />Sidewalks are assessed to the benefiting properties by front footage or unit <br />cost. <br /> <br /> <br />
