No lateral service shall be extended to any <br />existing subdivision until such time as trunk service is available and <br />has been assessed to the subject property. At such time as trunk <br />service is available, laterals may be extended as follows: <br /> <br />By petition of the affected land owners; or <br /> <br />By City Council action as provided for under the laws of Chapter <br />429. <br /> <br />Unsubdivided Land. No lateral service shall be extended to any <br />unsubdivided lands until such time as the following criteria have been <br />met: <br /> <br />a. Trunk service is available and has been assessed. <br /> <br />The subject property shall be platted in accordance with the <br />subdivision regulations of the City of Ramsey. <br /> <br />Lateral service may be extended to areas where trunk service is <br />not available if the petitioners agrees to pay all the costs for <br />n~cessary trunk extensions on an interim basis and subdivide the <br />property in accordance with b. above. <br /> <br />Public Property. Ail public property shall be subject to the same <br />restrictions as established for existing subdivisions. <br /> <br />HOOKUP POLICIES <br /> <br />Existing Subidivisions. It shall be the responsibility of the owner to <br />connect to the public utilities, i.e., sewer, water, within one (1) <br />year of the date of service availability. The owner, by written <br />request to the City, may receive a one (1) year extension to the hQokup <br />requirement upon payment of the hookup connection fee and service <br />availability charge (SAC charge). However, the service charges will be <br />charged during the second year at the minimum rates as established by <br />City ordinance. Permits for all hookups shall be required and <br />inspection shall be made by the plumbing inspector. <br /> <br />Public Property. Connection to any public building or structure <br />requiring public utilities shall be made in the same manner as number 1 <br />of the hookup policies. <br /> <br />New Construction. Ail new construction shall connect to public <br />utilities prior to occupancy of the structure. <br /> <br />FACTORS AFFECTING PROJECT COST AND ASSESSMENT RATES <br /> <br />1. Efficient subdivision layout (vs. disorderly tracts). <br /> <br /> <br />
