I I I I I I I I I I VII 1. VIII - 11 - POLICIES RELATING TO LATERAL EXTENSIONS Existing Subdivisions. No lateral service shall be extended to any existing subdivision until such time as trunk service is available and has been assessed to the subject property. At such time as trunk service is available, laterals may be extended as follows: By petition of the affected land owners; or By City Council action as provided for under the laws of Chapter 429. Unsubdivided Land. No lateral service shall be extended to any unsubdivided lands until such time as the following criteria have been met: a. Trunk service is available and has been assessed. The subject property shall be platted in accordance with the subdivision regulations of the City of Ramsey. Lateral service may be extended to areas where trunk service is not available if the petitioners agrees to pay all the costs for n~cessary trunk extensions on an interim basis and subdivide the property in accordance with b. above. Public Property. Ail public property shall be subject to the same restrictions as established for existing subdivisions. HOOKUP POLICIES Existing Subidivisions. It shall be the responsibility of the owner to connect to the public utilities, i.e., sewer, water, within one (1) year of the date of service availability. The owner, by written request to the City, may receive a one (1) year extension to the hQokup requirement upon payment of the hookup connection fee and service availability charge (SAC charge). However, the service charges will be charged during the second year at the minimum rates as established by City ordinance. Permits for all hookups shall be required and inspection shall be made by the plumbing inspector. Public Property. Connection to any public building or structure requiring public utilities shall be made in the same manner as number 1 of the hookup policies. New Construction. Ail new construction shall connect to public utilities prior to occupancy of the structure. FACTORS AFFECTING PROJECT COST AND ASSESSMENT RATES 1. Efficient subdivision layout (vs. disorderly tracts).
