D~ted~ Fny 4 , 1983.

Bearing Examiner

I
I

I
I
I
I
I

!
I
I
I

The Board is respectfully' requested to serve its final decision upon the
Hearing Examiner. .

Reported, Herbert Midkiff

Karen Gauger (Janet Shaddix & Associates)

It is imposeible~ based on this recordl to make a specific recommendation
as to whether this proposed site should be included in or deleted from the
final inventory of processing areas. Such a reoo~nendation w~uld require

paratlve data on other proposed sites which is ~ot included in this record.
The Board will have to make this decision without the benefit of independent
Hearing Examiner recommen~lations~ once it has compiled and cc~pared all the
data on all of the proposed sites.

In making this decisionl the Board is urged to carefully consider the
degree to which this site fails to meet five of the eight factors which it has
indicated would be used in t]%e comparison. These factors and their importance
are discussed below.

Existing industrial development is a very important factor to the c(mm~r-
cial hazardous w~ste processing industries which this inventory is designed to
serve. Board' Staff discussions with 'such industries in other states re-
peatedly identified this criterion in response to the question: '"~hat are the
most important characteristics that you would look for in a potential site?".
It was identified by "nearl~ every o0mpany ! talked with". Such processirg
cc~panies desire to '"olend in" with such surrounding industries "specifically
manufacturers or processes involving chemical use". (Ex. W, 10p. 1, 2).
Board has consequently ad'ted as one selection factor; preference for areas
characterized by existing industrial develolmnentl particularly '%nanufacturirg
~ storage industries and industries uslrg hazardous materials". (Ex. O, p.
23). The' northerly and easterly two-thirds of this proposed site cc~101etely
fails to satisfy this criterion.
Both ~ater ar~ sewer service are a second very imlmortant factor in estab-
lishing the proposed inventor~.. Tae survey of w-~ste processing firms
cared that sewer service was a very important characteristic of site seleo-
tic~ except for inclneratiom

I
I
I

-13-
