Committee, urge you with all the fervor <br />possible to undertake a policy that will encourage orderly <br />growth and development and a diversified tax base. <br /> <br />It is imperative that you petition the Waste Management <br />Board to extend sewer into the City of Ramsey. It is our <br />understanding that money has been allocated for the <br />engineering to be done in 1983, and the extension to be <br />accomplished in 1984. We further understand that if you <br />fail to request that this year, the City will be denied <br />the opportunity of orderly growth and competitive facili- <br />ties to attract .commerce and industry by reason of their <br />not having sewer available, since the next potential sewer <br />installation will not occur until approximately ~the year <br />2000. Again, we strongly urge the Council to submit a <br />request promptly for .the se~er 'extension into Ramsey. <br /> <br />Failure to make the request at this time and failure to <br />adopt a realistic sewer policy will result in an increase <br />in the real estate tax burden on the land owners in Rmmseyo <br />That can be the only result if we are to continue to provide <br />the public services that will be demanded in the years ahead. <br />It will also contribute to extreme pressure on subsequent <br />City Councils to allow for "leap frog" development which, <br />in later years, will cause even greater costs for public <br />services. <br /> <br />I respectfully urge and request that you adopt a water and <br />sewer assessment policy that will encourage realistic and <br />orderly development in Ramsey. Such a policy will ensure <br />present residents, as well as future residents, of a viable, <br />efficient, economical and pleasant place to live. <br /> <br />Respectfully submitted, <br /> <br />E.D.C.
