FollOwing is a list of comments resulting from our review: The plat consists of one lot, 1.69 acres in an area which was recently subdivided by metes and bounds by Sherman Shenk. The lot meets both the area and frontage requirements of the City Code. 2. The plat did not include a grading plan nor did it indicate how drainage. would be handled. This plat lies in the Mississippi Drainage District. Under the City's Comprehensive Storm Drainage Plan, this plat is proposed to drain to the Mississippi River. In review of the Anoka County Soils Survey, the soil on the plat is Hubbard coarse sand which is suitable for on-site wastewater disposal. However, due to the rapid permeability of the soil, the design of an on-site system may require a soil liner to slow the percolation rate. No soil borings were provided as required by Article 170.037Bi. of the City Code. The proposed plat does not indicate how access will be provided. The City Code restricts direct vehicular access from individual lots to major highways or thorou§hfares. Therefore, as stated in Article 170.038B.8, the planning commission may require a service road.
