I <br /> I <br /> I <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> / <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> PROPOSED <br />FINDINGS OF FACT <br />THOMAS NEDRY <br /> <br />1) That the Applicant has properly applied for a conditional use permit as <br />required by Ordinance to operate and maintain a locksmithing business. <br /> <br /> 2) That the Applicant appeared before the City's Planning and Zoning Com- <br /> mission for a public hearing pursuant to the City Zoning Ordinance on Tuesday, <br /> May 3, 1983 and that said public hearing minutes are hereby incorporated as <br /> a part of these findings of fact by reference. <br /> <br />'3) That said public hearing was properly advertised in the City's official <br />newspaper and that adjoining property.owners were notified of said public <br />hearing in accordance with City Ordinance. <br /> <br />4) That the Standards for Consideration are as follows: <br /> <br />a) The property is zoned R-1 and this is not a permitted use. <br /> <br />b) The adjoining properties are residential dwellings located <br /> on approximately one acre parcels. <br /> <br />c) There are no other known similar uses. in the City. <br /> <br />d) There will be no adverse effect to traffic flow in the area. <br /> <br />e) <br /> <br />Properly maintained, the locksmithing business will not <br />affect the life ~style of the neighboring residents in a <br />residential setting. Further, it should not affect the <br />enjoyment or value of properties in the vicinity. <br /> <br />5) That the Criteria for Approval are as follows: <br /> <br />a) <br /> <br />The operation of a locksmithing business should not be <br />detrimental to or endanger the public health, safety or <br />general welfare and is not contrary to established standards <br />as regulated by City Code. <br /> <br />b) <br /> <br />The lot size and proposed locksmithing location should not <br />be unsitely or undesirable or obnoxious in appearance and <br />should not hinder the orderly and harmonious development <br />of the City or the district where herein proposed. <br /> <br />c) Adequate water supply and sewage disposal facilities exist <br /> on the premises. <br /> <br />d) The use Will conform to the regulations of R-1 zoning except <br /> that a conditional use permit is required. <br /> <br />6) That the Performance Standards are as follows: <br /> <br />a) The fire protection is provided by the City of Anoka. How- <br /> ever, fire hazards should not be a problem. <br /> <br />b) Electrical disturbances are not applicable. <br /> <br /> <br />
