I
!
I
I
I
I
,I
'1

Astrid Guy suggested that it would be helpful to receive the agendas prior
to the day of the meeting in order that Commission could have a chance to
review prior minutes.

Commissioner Fults stated that City Staff has had an overload of work during
the past month.

Chairman Greenberg agreed and stated that under normal circumstances, agendas
are distributed prior to the meeting day.

Commissioner Schmidt stated that part of the reason he abstained on approving
.the April 15, 1983 special EDC minutes is that he finds Commissioner Cox's
comments regarding Councilmember Schlueter personally offensive and that in
no way should it be assumed that these personal feelings of Mr. Cox reflect
the opinion of the entire Commission.

Commission consensus is to agree with Commissioner Schmidt, that these comments
are the personal feelings of one member and not the entire Commission.

COMMISSION BUSINESS

Case #1: Subcommittee Reports:

a) Le§islative Subcommittee -

I
I
I
I
i
I

Commissioner Muller stated that letters have been mailed to several legislators
which include recommendations that would improve tax base and commercial/
industrial development Tn Ramsey.

b) Finance Subcommittee -

Commissioner Schmidt stated that Northern Bank attempted to retain a consultant
for the sale of LDC stocks. One consultant, Steve Klein, is committed to
Ham Lake and is obligated not to make any other committments in Anoka County.
The other consultant recommended by the State, is committed to Coon Rapids
and there would be the same problem of a conflict between communities.

c) Economic Subcommittee -

Commissioner SchneTder made a final plea for data to be included in the City
pamphlet. All data to be included in the pamphlet should be turned in at
City Hall by Wednesday, May 18, 1983. There is a meeting scheduled for May
25, 1983 at 7:30 a.m. at the Mobil Cafe to review the rough draft. The meeting
is basically a subcommittee meeting, but anyone wishing to review the draft
is welcome to attend.

Case #2: Local Development Corporation Sale Of Stocks:

Commissioner Fults stated that the assessment policy, as adopted by City Council,
is too restrictive, and it will be impoSsible to get a developer to develop
in Ramsey.

I
I
I

Refer to Page 5, Paragraph 4 of these minutes for further action.

Motion by Commissioner Menkveld and seconded by Commissioner Miller to discuss
Case #3 of the agenda prior to Case #2.

EDC/May 11, 1983 Page 2 of 5
