I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. Berg noted that if Ramsey does not proceed with development, we will <br />lose priority on funding that has been provided for the second connection <br />and that could push our priority back as far as the year 2000. <br /> <br />Commissioner Menkveld stated that developers in the affected area, who were <br />guaranteed that sewer and water were coming, could possibly take action against <br />the City in that case. <br /> <br />Mr. Berg stated that there is a special Council meeting scheduled for Monday, <br />May 16, 1983 at 7:30 p.m. between Council and Ramsey Coalition. <br /> <br />Commissioner Miller stated that he has prepared a report of what other cities <br />require from developers and has distributed copies to all Councilmembers. <br /> <br />Commissioner Schmidt stated that the problem with taking land as collateral <br />is who will do the appraising and what value do you go by, the value before <br />or after improvements. <br /> <br />Commission discussed rumors being spread that utilities would be from $25,000 <br />to $30,000 for a one acre parcel, that these figures are unrealistic and <br />went on to site specific cases. <br /> <br />Councilmember Schlueter suggested that some confusion could be cleared up <br />if some of these facts were brought out at the special Council meeting <br />scheduled for May 16, 1983. <br /> <br />Commissioner Fults stated that P&Z and Council members should follow Council- <br />members Schlueter's example and go right to the source for their information. <br /> <br />Bernard Vevea - 14047 Azurite - Regarding rumors of Alan Pearson of Dunham <br />Oaks being assessed $33,000, is' an isolated case. The house happens to be <br />situated exactly in the middle of a lot that has a potential for three lots <br />and if in fact he was assessed $33,000, that would be $11,000 per lot. Mr. <br />Vevea stated that in his opinion, he is 100% for development in Ramsey and <br />if there are safeguards in the ordinance protecting existing businesses <br />and residential areas, then Ramsey should go for it. <br /> <br />Astrid Guy noted that you cannot bind this Council or the next Council, that <br />ordinances can be amended and the safeguards for existing businesses and <br />residential areas could be changed. <br /> <br />Motion by Commissioner Fults and seconded by Comissioner Schneider, that <br />it is the opinion of the Economic Development Commission that the present <br />utiility assessment ordinance is too restrictive and recommend that in order <br />to be competitive with surrounding communities, the utility assessment <br />ordinance be amended as follows: <br /> <br />25% Letter of Credit - Residential <br />10% Letter of Credit - Commercial/Industrial <br />Assess 100% <br /> <br />Further Discussion- Commissioner Schmidt suggested that these recommendations <br />to Council be followed up with some back-up information. Mr. Berg stated <br />that any correspondence should be directed to Mayor/Council. <br /> <br />Motion carried.
