The <br /> Ibill would make several significant changes in the Public Employment Labo~ <br /> Relations Act. They are: : ' . ' <br /> <br /> 1) ~ ~hanging the definition of superv~s0ry employee ' <br /> <br /> ~ language from the statutory definition of supervisory employee. Th~ <br /> I committee dropped this proposal and replaced it with a percentage <br /> I requirement. In its current form, the bill defines supervisory employee <br /> ~ as an employee who spends at least 75 percent of his working day <br /> I ~ performing (or effectively recommending) hiring, transferrlng, <br /> suspending, promoting, discharging, assigning, recording, disciplining, <br /> or directing employees, or adjusting employee grievances. ' <br /> <br /> While this language may not seem as harsh as that in the original <br /> bill, the proposal gives little guidance as to how to apply the <br /> percentage test. ' Under a strict _interpretation, no employees in the <br /> state would meet the supervisory employee test~ <br /> <br /> 2) Ch__h~_ging the definition of public employee <br /> <br />I <br />I <br />I <br /> <br /> The current PELRA law doesn't cover employees who work less than 100 <br /> days in any one year.
