The Ibill would make several significant changes in the Public Employment Labo~ Relations Act. They are: : ' . ' 1) ~ ~hanging the definition of superv~s0ry employee ' ~ language from the statutory definition of supervisory employee. Th~ I committee dropped this proposal and replaced it with a percentage I requirement. In its current form, the bill defines supervisory employee ~ as an employee who spends at least 75 percent of his working day I ~ performing (or effectively recommending) hiring, transferrlng, suspending, promoting, discharging, assigning, recording, disciplining, or directing employees, or adjusting employee grievances. ' While this language may not seem as harsh as that in the original bill, the proposal gives little guidance as to how to apply the percentage test.
