PROPOSED FINDINGS OF' FACT <br /> <br />1) The City Council, at their meeting of May 9, 1983, adopted Resolution <br />#83-75 DecLaring Adequacy of Petition and Ordering Preparation of a Report. <br />for Street Improvement Project #83-15 for Beaudry's Second Addition and <br />Hematite Street. <br /> <br />2) The City Council at their meeting of May 31,'.1983 adopted Resolution <br />#83-90 Accepting Feasibility Study and Calling for a Public Hearing on <br />Project #83-15 (Beaudry's Second Addition and Hematite Street). Said public <br />hearing was ordered for 9:00 P.M., June 14, 1983. <br /> <br />3) A notice of said public hearing was placed in the City's official news- <br />paper according to law and individual notices were mailed to all affected <br />residents. <br /> <br /> 4) That the applicant, Mr. F~nneth Peterson appeared before the City <br />Council at their meeting of May 31, 1983, and requested consideration of <br />combining his two one and one-quarter (1%) acre parcels into one, two and <br />one-half (2%) parcel. <br /> <br />5) That the properties are legally described as follows: <br /> <br />Legal description will need to be inserted. <br /> <br />6) That the assessment policy for all projects is to divide the total <br />project cost by the total number of assessable units. <br /> <br />7) That the applicant has two units, inasmuch, as they are two separate <br />parcels of record. <br /> <br />8) That the City of Ramsey has in the past denied such requests. <br /> <br />9) That the other properties are two and one-half to five acres in size. <br /> <br />10) That the subject property is in the rural area of the City of Ramsey. <br /> <br />11) That rural area lot sizes are two and one-half acres in size with a <br />density of one per ten acres. <br /> <br />12) That the City of Ramsey's criteria for determining a parcels build- <br />ability are: <br /> <br />a) Adequate areas for the placement of and proper construction <br />of an on-site septic system. <br /> <br />b) Positive parcel drainage to eliminate flooding potentials <br />under all conditions. <br /> <br /> <br />
