I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br /> <br />2, <br /> <br />3. <br /> <br />6. <br /> <br />7. <br /> <br />8. <br /> <br />WASTE MANAGEMENT OF MINNESOTA, INC. <br />dba <br /> Anbka Landfill <br /> <br /> License Conditions <br />3uly 1, 1983 - 3une 30, 1984 <br /> <br />The engineering plans, report, and related correspondence submitted by, or on behalf <br />Of, the licensee are a part of the licensee's application and license issuance and the <br />construction, operation, and maintenance of this facility will be in accordance with <br />these engineering plans, report, and correspondence. <br /> <br />The licensee conduct a water monitoring program as set forth in the Department's <br />policy statement "Procedures for Landfill Water Monitoring." <br /> <br />Upon reaching the fill elevations set' forth in the approved plans, a two part final or <br />terminal cover shall be applied. The lower half (at least twelve inches) of the final <br />covgr shall be of a compacted impervious material (permeability of less than <br />10- cra/sec.) and the upper half (at least twelve inches) shall be of a compacted soil <br />and top soil and protected by the establishment and maintenance of a suitable turf. <br />Conveyance of surface drainage off of a filled area shall be by means of a structure <br />not subject to erosion. <br /> <br />The licensee, provide a bond in the amount of $200,000. <br /> <br />No operations on the far west side of the landfill between May I and September 30. <br /> <br />If sufficient turf is not established this summer on terminated areas, these areas must <br />be reseeded by August 1, 1983. <br /> <br />The licensee will prevent the soil migration of combustible gas or vapors onto adjacent <br />properties and will conduct monitoring consisting of at least the following: <br /> <br />Semi-weekly methane measurements at the property line gas monitoring probes. <br /> <br />Daily inspection of the operation of the venting system to insure its proper <br />operation. <br /> <br />Recording of all gas measurements, venting system inspection results, service <br />and maintenance activities, and operating problems in a gas monitoring log; a <br />copy of which will be submitted to the Department with the monthly operating <br />report. <br /> <br />Prompt notification of the county whenever: 1) the methane concentration at <br />any property line probe equals or exceeds 1%; or 2) the methane venting system, <br />or portion thereof~ has been or will be out of service for more than 12 hours <br />(exclusive of normal weekend down time). <br /> <br />Failure to accomplish terminations when required shall constitute grounds for <br />summary suspension of the license. <br /> <br /> <br />
