MEMO

TO:
FROM:
RE:
DATE:

Lloyd Schnelle~ City Administrator

Marc Hadley

Sandburg Community School Youth Program

June 15, 1983

PROPOSAL:

Concerns have been raised about the Community School youth program at Sandburg
Middle School with regard ~o the efficient and effective administration of a
good quality program for the students. Several factors have contributed to a
less than desirable situation, including:

Sandburg School is located outside of its own attendance ares. Most
students are bused in from a considerable distance. The lack of
activity bus service makes it difficult, if not impossible, for most
students to participate in after school activities.

75% of the students at Sandburg are Ramsey residents. The City of
Anoka has, in past years, contributed a disproportionate amount of
funds compared with the City of Ramsey toward the youth program there.

Currently, one part-time coordinator services both the Franklin
School and Sandburg School students with Community Education activities.
This means that less than 10 hours per week have been devoted to
Sandburg School's Community Education needs.

There are no louger any 7th grade athletic programs sponsored by Dist.
No. 11. This situation creates an even greater need for more opportunities
through Community Education.

The 5th, 6th and 7th graders who attend Sandburg are at a critical age
in terms of the need for constructive and meaningful activities outside
of the regular school day. Yet currently, opportunities are very limited.

After meetings between Ron Mitchell, Principal at Sandburg Middle School, Tom Larson,
Community Education Department, Marc Hadley, Coordinator of Ramsey Community School
and Darlene Boje, Chairperson of ~m~ey School's Advisory Council, it was proposed
that a Sandburg staff member be hired to coordinate the youth program there, devoting
the time it takes to communicate with staff, students and administration and provide
a more well-rounded community school program.

It was also proposed that the City of Rs~mey pick up a p~rcentage of the cost of
this program which is equivalent to the n-mher of students from Ramsey who attend
Sandburg School (75%). Anoka Hennepin School District No. 11 has agreed to
provide activity bus service on a two day per week basis for the upcom{ng school
year 1983-84, along with 30% of the coordinator's salary. In addition Sandburg
