I I I I I I I I I I I I I I I ].gO.O] 8B NOT1CF; TO OhNER 1, The plumbing inspector shall examine, or cause to be examined, and inspect every sewage disposal system reported as impro- per].y constructed or maintained in accord with the inspection proced- ures as prescribed in Chapter l5Q015, and if such system is found to be a health hazard as defined in this section, the zoning officer shall give to the owner of such system written notice stating ~he defects thereof. This notice may require the owner or person in charge .of the systems to within seven (7) days commence either'the req'u]red repairs and improvements or corrective actions to bring the system into compliance with this chapter. All such work shall be comp]eted within ninety (90) days from the date of the notice, unless otherwise stipulated by the plumbing inspector. If necessary, such notice may also prohibit fortbwith any further discharge into the system until a].l defects have been abated and approved by the plumbing inspector. 2. Proper service of such notice shall be by personal service upon the owner of record, if he shall be found within the Ramsey municipal limits. If he is not found within the Ramsey munic- ipal limits, such service may be made upon said owner by registered mail or certified mail, provided that if such notice is by registered mail or certified mail, the designated period within which said owner or person in charge is required to comply with the order of the plumb- ing ~n~pector shall begin as of the date he receives such notice. 3. At the time of service of notice as above described, the p].umb~ng ~.nspector shall also by mail forward a copy of said notice to the Minnesota Health Department and the Minnesota Pollution Control Agency. ]50.0]8C CRITERIA FOR HEALTH HAZARD Criteria for determination that a system is a health hazard shall include, but not be limited to, the following: a. The appearance of on-site disposal system effluent into surface waters at any time, or on the ground surface continuously or intermittently over a ~ period of fifteen (15) consecutive days; b. The exposure for more than seventy-two (72) hours of an on-site system or part thereof that is in use; c. A system in which the level of effluent is sufficient- ' ly close to the ground sur'face to result in offensive odors. 150.018D It]GilT TO REPAIR In case the owner shall fail, neglect, or refuse to comply with the notice to repair or rehabilitate or abate as described in Section above, the city council may order the owner of the building prosecuted as a violator of the provisSons of this ordinance and may order the plumbing inspector to proceod ~th the work specified in such notice.
